KAJUBI DIOCLES MUKAJANGA is the Executive Secretary of the Media Council of Tanzania – MCT. Kajubi has been a reporter, editor, media trainer, and publisher. He is also a poet and novelist. For over two decades he has been in the leadership of journalists’ organizations, having been at the helm of the Media Institute of Southern Africa – Tanzania Chapter (MISA-Tan), the Association of Journalists and Media Workers (AJM), and MCT. Kajubi is the immediate past president of the World Association of Press Councils (WAPC). In 2006/7 he authored, together with two international consultants, the project document for the Tanzania Media Fund (now Foundation), and successfully launched the Fund.
He has written or contributed to 14 books, including journalism training manuals, biographies, poetry anthologies, and novels. Kajubi is an ardent advocate of freedom of expression and press freedom. He is Secretary to the Governing Board of the Media Council of Tanzania and all its Committees.

MS. PILI MTANBALIKE is the Programme Manager of the Media Council if Tanzania. She is a veteran journalist with over 30 years experience working in various capacities in the media and outside the media. She started her journalism career as a reporter in 1982 with the then Tanzania News Agency (SHIHATA). She later joined UNICEF in 1992 where she worked in the Media and Communication Unit. In 1998 she joined UNDP as a Communication Expert in the National Multi sectoral HIV/AIDS Programme executed by the National Aids Control Programme (NACP).  She joined the MCT in 2001 as a Programme Officer.
Ms. Mtambalike is one of the founder members of the Tanzania Media Women’s Association and served as its Secretary General from 1992- 2000.  She is a human rights activist and has served in various Boards including that of the Legal and Human Rights Centre (LHRC) and Sikika, an NGO which works to improve citizen participation, transparency, and accountability in the health sector. She was also a Board Member of the Federation of African Media Women in the SADC Region.
She currently serves in the Board of the Tanzania Media Foundation (TMF) which among other programmes provides funding to individual journalists and media houses on investigative and public interest stories.
Ms.Mtambalike has co authored two books, one on Media Ethics and the other on Gender and the Media. She has also authored two children’s books, one Tuimbe na Kucheza documenting Swahili children playsongs and the other “Wimbo wa Sandina” on girl child labour.
Ms. Mtambalike has written extensively in the Tanzanian and international presswith a bias on human rights, gender and media and development issues. 

OLAF STEENFADT heads the "Media Ownership Monitor" project for Reporters Without Borders. For many years, he has been involved as a consultant and coach for media pluralism, especially in development cooperation. Mandates of international organizations and NGOs lead him primarily to Southeast Europe and in the Arab world. He previously worked for ARD and ZDF in various roles, including as radio and TV presenter, investigative author, domestic and foreign correspondent, as well as in format development and program marketing. Olaf teaches media history, media policy and regulation at universities in Germany and Europe.

DR. MAURICESAMWILU MWAFFISI is a Lecturer of Journalism and Mass Communication at St. Augustine University of Tanzania , Dar es Salaam Centre. He practised journalism and media management in public and private media, electronic and print media. He started working as a radio journalist with Radio Tanzania Dar es Salaam where he rose to be Assistant Chief News Editor. He was transferred to the then Tanzania School of Journalism where he stayed for thirteen years of which seven he served as the Principal of TSJ. He worked in the IPP Media Group where he was the first Director of News and Current Affairs of ITV/Radio One. He was also the finding Managing Editor of The Democrat, an English weekly tabloid. Once served, at two different times as Principle Information Officer and Assistant Director of Tanzania Information Services. He was the Director General of Televisheni ya Taifa (TVT - national television) and Managing Director of Tanzania Broadcasting Services when RTD and TVT were merged. He retired from public services in 2017 upon reaching compulsory retiring age. After retirement he taught journalism ant mass communication at the Open University of Tanzania for six years before he moved to St. Augustine University of Tanzania. Dr. Mwaffisi has two novels to his credit - Distant Destination and Black Mercenaries. He is married to Mariam and they have three children.

GEORGE T. MASOUD is the Managing Partner at GMT ATTORNEYS and advocate of the High Court of Tanzania (and Courts subordinate there to except for the Primary court), Notary Public and Commissioner for Oaths, specializing in Research, Court work in all matters of Criminal and Civil Nature (Litigations), Labour disputes, Commercial law, Business and  Human Rights, and Environmental Law. Worked with NSSF, Legal and Human Rights Centre for four years on the Corporate and Environmental unit. His experience includes provision of advice in Labour matters, Human rights and business, developing new business and the necessary requirements and regulations. He has also occasionally acted as company secretaryto some private companies.
Between 2013 to 2016, Mr. George had a stint with Legal and Human Rights Centre at which he gained a valuable experience on the area of Human Rights and Business.

Professional Memberships include: the Tanganyika Law Society and the East Africa Law Society and East Africa Law Society.

VINCENT MPEPO was born in Songea Town, Ruvuma Region. He is Assistant Lecturer in the Department of Journalism and Media Studies, Faculty of Arts and Social Sciences of the Open University of Tanzania. He teaches journalism and mass communication courses in undergraduate, diploma and certificate levels. He also supervises dissertation at undergraduate levels. 
Mpepo is working with the Open University as Assistant Examination Officer, Faculty of Arts and Social Sciences. His research interests are on social media and communication. Vincent Mpepo graduated in 2017 Master of Arts in Mass Communication and first degree at School of Journalism and Mass Communication of the University of Dar es salaam in 2012.

LISA-MARIA KRETSCHMER works as Head of Research and project coordinator for the global Media Ownership Monitor. As a project manager, she is also responsible for the project implementation of MOM Tanzania.
Previously, she has worked in the field of human rights and resilience, amongst others for the German Development Agency (giz) and a Member of the German Parliament. In 2011, she supported an international research project on the role of media in conflict at the Ludwig-Maximilians-University Munich. This experience now contributes to her work for MOM as much as her previous positions in communications departments & agencies (profit & non-profit) for creating public awareness for human rights concerns. She studied political communication, journalism and economics in Germany (LMU Munich, FU Berlin), The Netherlands, Denmark and Israel.

LUKAS BLANK works as an intern for the Media Ownership Monitor. He studies Onlinejournalism at University of Applied Sciences Darmstadt with a focus in International Journalism and Europe. He gained his first experiences in journalism during internships at daily local newspapers and city magazines. Nowadays he is a freelance journalist and writes mainly for local media in the area of Darmstadt, Germany.

Media Council of Tanzania (MCT)

The MCT is an independent, voluntary and self-regulatory body. It was set-up in the 90s as a non-statutory organization and an alternative to the government's intentions regarding media regulation and control. Since then the MCTs mission is to create an environment that enables a strong and ethical media that contributes to a more democratic and just society. In doing so it…

  • … promotes and safeguards press freedom and the Right to Information;
  • … adheres the Tanzania media industry to the highest professional and ethical standards;
  • … ensures media accountability;
  • … and encourages the development of media professionals.

Furthermore, the MCT provides and produces newsletters, papers and reports to give an inside into the stat of media in Tanzania.  

Reporters Without Borders

Reporters Without Borders (Reporter Sans Frontières, RSF) was founded in Montpellier (France) in 1985 by four journalists. It is is registered in France as a non-profit organization and has consultant status at the United Nations and UNESCO. RSF advocates for media freedom, supports independent media and protects endangered journalists worldwide. Its missions are 

- To continuously monitor attacks on freedom of information worldwide;

- To denounce any such attacks in the media;

- To act in cooperation with governments to fight censorship and laws aimed at restricting freedom of information;

- To morally and financially assist persecuted journalists, as well as their families. 

- To offer material assistance to war correspondents in order to enhance their safety. 

Since 1994, the German section is active in Berlin. Although the German section works closely with the International Secretariat in Paris to research and evaluate media freedom worldwide, it is organizationally and financially independent. In that role, it has applied for a grant at the federal German Ministry for Economic Cooperation and Development – in order to finance the Media Ownership Monitor project.

Global Media Registry

The Global Media Registry (GMR) collects, compiles and provides – either publicly available or self-reported – datasets and contextual information on media outlets around the world.

In doing so, the objective is to enhance transparency, accountability and responsibility in the information space. Thus, the GMR facilitates better choices and decision making, both algorithmic and human, of all stakeholders. These may include every citizen and consumer, regulators and donors, as well as the private sector – for example advertisers and intermediaries (a. k. a. platforms and distributors).

By providing this public service as a social enterprise, the Global Media Registry contributes to the advancement of the freedoms of information and expression at large.

It was founded as a spin-off from the Media Ownership Monitor project, which it now operates as a non-for-profit LLC registered under German law.
